The Puerto Rico Public-Private Partnerships Authority (PPPA), in collaboration with the Puerto Rico Department of Corrections and Rehabilitation (DCR), has issued an RFQ for the design, build, financing and maintenance of a new Juvenile Social Treatment Facility.
Parties interested in the RFQ have a deadline of May 4 to respond and can access the RFQ here.
Shortlisted respondents will be notified on May 18 and will be invited to participate in the RFP process. A preferred bidder is expected to be appointed by October 2012.
The project, to be known as Nuevo Comienzo (New Beginning), consists of the development of a new social treatment complex for 600 youngsters. The project will address the fragmentation of facilities in the juvenile system and achieve average annual savings estimated at USD4.1m during the life of the concession.
PPPA has an advisory team for the project in place, including Advantage Business Consulting (financial), CPM (technical), Aird & Berlis and Pietrantoni, Mendez & Alvarez (both legal).
